James fe9f98a69e telemetry: add Prometheus metrics endpoint 
Adds /metrics endpoint that returns Prometheus-format metrics for monitoring:

- telemetry_requests_total (counter, labeled by pop_id and status)
- telemetry_request_duration_seconds (histogram with standard buckets)
- active_connections (gauge)
- db_query_duration_seconds (histogram for health check queries)

Following KISS principle - no external dependencies, simple text format
implementation with proper mutex protection for thread safety.

All error paths handled with unique error codes per Cardinal Rule.

Clavis

Secure vault platform with multi-client support.

Architecture

Clavis is the vault server. Everything else is a client that talks to it.

The vault supports multiple client types:

  • Web: Built-in UI served by vault (clavis-vault/)
  • CLI: Command-line tool for automation/agents (clavis-cli/)
  • Browser Extension: Auto-fill and TOTP in Chrome (clavis-chrome/)
  • Mobile: Native iOS/Android apps (planned)

Security

  • FIPS 140-3 validated crypto (BoringCrypto via GOEXPERIMENT)
  • Zero-knowledge architecture
  • Vault server is the single source of truth
