fix: replace Beijing (China partition) with real commercial regions

- Remove cn-north-1 Beijing — China partition, not standard AWS commercial
- Add mx-central-1 Mexico City (real region, 2023)
- Add ap-southeast-5 Malaysia/KL (real region, 2024)
- 31 verified AWS commercial regions total
